I just thought these were really weird-looking. Does anyone know what they do, why they are shaped like this, or why there are four of them, other than that it looks neat?

They are obviously vent tubes for something.
Probably not the vents for an indoor plumbing system as those should be be located above the roofline to work properly.
These could be vents for clothes dryers in a dorm. It is possible that they are exhaust pipes for a diesel powered emergency generator.
Central vacuum systems also have similar vents to the outside so that’s a possibility. Those kinds of vacuum systems would be installed on the power tools in a machine or woodworking shop…although I’d say that this is a long shot for these tubes.

I like hwc’s second suggestion.
I have no idea and am pretty sure I’ve never seen it, which makes me think it must be on a “new” building (e.g., Science Center, Paresky).

Another possibility is radon abatement vents. Massachusetts has a lot of rock ledge that emits high levels of radon gas into basements. The solution is a series of perforated tubes under the basement floor and continuous fan venting to the outside.
